I was shipped used wrenches--twice

When this set arrived all the wrenches were covered with finger prints and a smeared greasy film, with some scuffs and scratches--exactly how they would look after being used. Assuming these had been a customer return, and not knowing the reason, I opted to send them back, and reordered another set. The second set arrived in the same condition as the first--clearly used merchandise (see photo for typical as-received scuffs/scratches). I don't expect a third set will prove any different from the first two. If the defects are just cosmetic, maybe I'd keep the set, but I do not want to spend the time finding seven sizes of nuts and bolts to verify that the ratcheting action of each wrench is OK.
